The Foundation
From GSM to 4G-LTE
In the 1990s, Mark Pecen was at ETSI in Sophia Antipolis, helping define the protocols that would become GSM — the global standard for mobile communication. Over the next two decades, he led Motorola and BlackBerry's contributions to 3G and 4G-LTE at 3GPP and the ITU. The networks billions of people use every day carry his fingerprints.

The Threat
The Quantum Threat Is Not Hypothetical
Quantum computers will break the cryptographic infrastructure that secures every bank, every government, every hospital on earth. The question is not whether — it is when. And the organizations that wait will not have time to respond.

The Response
Building the Standards That Will Protect the World
In 2015, Mark co-founded the ETSI TC Cyber Working Group for Quantum Safe Cryptography — the world's first global standards body dedicated to post-quantum security. He chaired it for five years. In 2024, he co-founded and now chairs the ETSI Technical Committee for Quantum Technology. The frameworks governments and enterprises are using to migrate today were built in rooms he led.
